The European Partnership for Supervisory Organisations in

 

 

 

Health Services and Social Care

 

 

 

 

 

 

(final text as proposed by the Board)

 

 

 

 

 

 

 

EPSO aims for a better co-operation on quality of inspection, supervision and monitoring in health services and social care.

 

EPSO aims to improve the quality of health care (in the European Community including the EFTA countries) by improving informal and formal exchange of information, good and bad practice, outcome of research, promotion of joint co-operation on specific terms of health care, education ands dissemination of knowledge and other ways to connect between the supervisory organisations and the organisations involved in quality control on health services as well as connecting individual members in the various countries in order to improve the exchange of ideas and practice in health care.
 

 

 

 

1 General Organisation of EPSO

 

    1.1   The European Partnership for Supervisory Organisations in Health Services and Social Care (EPSO) is an informal group of governmental and government-related organisations involved in law enforcement, supervisory activities, monitoring and accreditation, related to Health Services and Social Care in European countries or regions, including EFTA (European free trade area) countries.
    1.2   When in this document is referred to ‘supervisory activities’ or ‘supervisory organisations’ these terms imply, unless explicitly excluded, monitoring, accreditation and law enforcement in the field of health services and social care.
    1.3   EPSO has Members, a Board, Working groups and a Secretariat.
    1.4   The Partnership works as far as possible by consensus.
         

2 The Aims of EPSO 

   2.1    The activities are aimed at:  
    a. Connection between supervisory organisations and their individual members;  
    b. Improvement of exchange of ideas, outcome of research, information and good practice;  
    c. Facilitating exchange of experience between interested organisations including directives, regulations, standards and guidelines;  
    d. Promotion of co-operation on topics such as education and dissemination of knowledge, and;  
    e. As a result of these activities EPSO aims more in general at improving the quality of health care and social care in Europe including EFTA countries.  
   2.2   These aims include more specific:  
    a. Building up a network by exchange of information and co-operation between European colleagues in supervisory organisations, in order to develop mutual confidence and trust in the resolution of matters of health and social service supervision. In case of cross border health care of patients as well as health care personnel, the network will facilitate the need of exchange of information about quality and safety of health care institutions and health care personnel. The members of the network will work together if this is deemed desirable or necessary in the interest of cross-border healthcare.  
    b. Improvement of the quality of supervisory activities in health & social care within the European Community including the European Free Trade Area (EFTA countries) by improving informal and formal exchange of information between European colleagues in supervisory organisations, good and bad practice, outcome of research, promotion of joint co-operation on specific terms of health care, education and dissemination of knowledge and other ways to connect between the supervisory organisations and the organisations involved in quality control on health services as well as connecting individual members in the various countries or regions in order to improve the exchange of ideas and good practice in health & social care in Europe.  
    c. Promotion of the adoption of good practice, in respect of the principle of the European 'home authority'. This involves facilitating the exchange of experience between interested organisations, for example exchange of directives, regulations, standards and guidelines.  
         

 

 

 3 The Members

 

 

 

The EPSO Members are representing countries or regions;

 

 

 

 

  3.1   The Members are participating in the EPSO conferences and may on a voluntary base also participate in one or more of the EPSO working groups.  
  3.2   Each Member may participate by a limited number of participants (in general 1-3 delegates)  
  3.3   It is up to each Member to decide who is going to represent its organisation.  

 

 

 

  4 The interim Board, the Board and the Chairman

 

 

 

 

 

  4.1   The interim Board consists of representatives of Norway, England and the Netherlands, until 2011, when a new Board will be elected.

 

  4.2   Ath the General Meeting as referred to in article 6.5, the partnership elects its Board; The first board will be elected in 2011. The Board is elected for two years  
  4.3   Only members that have paid their subscription to EPSO, are entitled to stand for the Board and vote in the election.  
  4.4   The Board consists of four members and may comprise representatives of any member.  
  4.5   The Board elects its Chairman.  
  4.6   The role the conferences by inviting EPSO members to become an ‘organizing country’ for an EPSO conference in their home country or region, as referred to in article 7;  
    a. organizing the conferences by inviting EPSO members to become an ‘organizing country’ for an EPSO conference in their home country or region, as referred to in article 7;  
    b. deciding on new membership of countries or regions;  
    c. inviting other partners (non-members) or observers to attend the conferences or participate in the working groups;  
    d. organizing EPSO delegates and or participation in other forums such as working groups of the EU or other organisations relevant to the aims of EPSO;  
    e. organizing public relations activities;  
    f. looking after publication of relevant information on the website or otherwise.  
  4.7   The Chairman of the board organizes the General Meeting as referred to in Article 6.5 in co-ordination with the Board and the Secretariat. The Chairman may - to promote the terms of reference of the organisation - appoint working groups and delegations, as agreed by the General Meeting or by the Board.  

 

 

 5      The Secretariat 

5.1   The EPSO secretariat takes - within its financial and contractual limits - care of:

 

 
  a. Secretarial and other Assistance to EPSO and the board of EPSO;    
  b. Stimulating new activities and initiatives of EPSO in co-operation with the board;    
  c. Public relations including publicity activities in co-operation with the board;    
  d. Organizing external contacts of EPSO in co-operation with the board    
  e. Organizing the conferences in co-operation with the organising country referred to in Article 9;    
  f. Assistance concerning the content of the conferences;    
  g. Assistance to the working groups;    
  h. Registration of participants of the conferences;    
  i.  Organising the contact with the members and new members of EPSO;    
  j. Assistance to the other activities of EPSO;    
  k. Transparancy and Accountability of its activities.    
 5.2   The secretariat and the secretariat of the working groups of the EPSO are located at EURinSPECT, Benoordenhoutseweg 21-23 the Hague, The Netherlands.    
 5.3   The secretariat informs the board of EPSO about all relevant information regarding members, working groups and other affairs concerning EPSO.    

 

 

6      The Conferences and the General meeting 

6.1   The Board aims at two or more conferences each year, preferably in the Spring and Autumn.    
6.2   The subject of the conferences, as decided on by the board, consists of themes of particular interest to the Members.    
6.3   The subject is announced in advance and if possible discussed in plenary.    
6.4   The secretariat shall give notice of the conferences at the EPSO website (www.epsonet.eu).    
6.5   Every two years one of the conferences shall be specified as the ‘General Meeting’. At the General Meeting the partnership decides on:    
  a. the election of the board;    
  b. the budget for the next two years;    
  c. the planning document for EPSO.    
6.6   The secretariat shall give at least three months in advance notice of a General Meeting, preferably at the Autumn conference.    

 

  

 

7 Organizing Country 

7.1 The conferences are organised by a so called ‘Organizing Country’ in co-operation with the board and with support of EURinSPECT.      
7.2 The organising country invites – if possible - the participants of the conference (EPSO members) for the dinner at the first night of the conference or arranges an informal meeting of the EPSO participants at the conference.      
7.3 The organising country takes care of the expenses related to the housing of the conference and the related organizing costs.

 

 

 

 

8 Expenses

 

 8.1  The EPSO board will propose to the members how to meet the expenses of EPSO.

The Secretariat of EPSO participates in the board by the general secretary Jooske Vos.

 

 

 

2. Expenses and Transparancy

 

The General Meeting agreed on the budget and the Membershipfees. The next General Meeting (Autumn 2014) will decided on the budget and membershipfees for the next two years.
